EMERGENCY services have officially handed over flood recovery to Gannawarra Council, but response capacity will remain.

The Swan Hill-based incident control centre (ICC) was decommissioned at the CFA district headquarters on Friday, with responsibility handed to local governments to co-ordinate the communities' recovery.
